New menu begins in dropped down position.

I added a new menu to the EcoPro theme, and it works fine, except that on page load it is set to the "dropped down" position. If you hover over it and then move it rolls back up and from there on it behaves normally. But I don't know what to do to make it start without showing it's child menu items. Here's the page (it's pre-production, so pardon the mess): http://nebraskasna.org/ The menu in question is the "Quick Links" menu in the upper right.

How did you add the menu to that area? Is it just a plugin that provides code you can place anywhere?
