iBlog2 Comments Link Appears When Comments Are Turned Off

I notice that there's a link to Add Comments on postings even when comments have been disabled. I wonder if the Add Comments link could have some kind of if...then statement that determines if comments are turned on then it appears, but if comments are turned off then it doesn't show up.
