Can't get to the dashboard to reset URL

Changed the URL in the wrong place and now I cannot get back to the dashboard, either to reset the URL or to scrub the whole thing and reinstall AGAIN. Any suggestions?

Had to try three times to do it, but finally managed to scrub the entire server contents, reinstall and recreate.
