Strange issue with settings area after upgrading to 1.3

Just below the last setting "Custom Code" there is one of those circular animation of light gray spokes going around and around like it's trying to load something there. I the meantime the settings area is one VERY long display of, seemingly, every setting available. Some of these are messed up too, like the Layout Builder. I've tried reloading, shift+Command+Reloading, and re-uploading the theme.

It sounds like a plugin conflict created by the upgrade. We did refactor some things to account for WP 1.3
