Numpty Platform 1.3 install question

Hi Guys, Forgive the basic question as I have seen many of you have already installed version 1.3. How exactly do I do this. I would have thought it was a case of going to Appearance - Themes - install Themes and then upload the zip file. Well, when I try this I get this: The uploaded file could not be moved to /home/hobyjac1/public_html/wp-content/uploads/2011/02. Do I need to place the files manually somewhere on the server side?
