FlickRSS plugin not responding

I can't seem to get the FlickRSS plugin to show up in the setting tab of the admin. I've deactivated it, deleted it, re-installed it, and deactivated and re-activate all of the plugin. Still no go. It works fine on another site I have. Could it possibly be that because this is a sub-domain site, it's not showing up?
