Getting plugins to show up as widgets

Once I download a plugin, how do I get it to show up as a drag-and-drop widget on the widget page?

Depends on the plugin you mean, not all plugins have a widgets. Generally the process goes: - Install plugin - Adjust it's settings - Appearance > Widgets > Drag widget to sidebar Perhaps if you explain the goal and plugin it might just be easier to help you with what you want.
