inconsistent comment box on default template

I have about 8 pages (WHP) all set to the default template, yet some of them show the ability have comments and others do not. No difference in setting in any way... I really only want comments showing for the blog area, not anywhere else, but can't find any settings anywhere that control this, and yes I looked in wordpres "discussion" settings...the only option for allowing or disallowing comments there is "allow comments on new posts" which does nothing to change the problem, checked or unchecked. Been baffling over this for three days now...

If you're only wanting the comment box on the single post pages, just edit the Page Content Area template in the Template Setup: Just drag out the "comment form" section and you should be good to go.
