No Design Layout Button

Hello, Just recently after upgrading Wordpress I was unable to edit the basics of my website (color, background, text colors, etc) because there is no DESIGN LAYOUT button within the Pagelines settings. It simply doesn't exist anymore. Can anyone help? I even tried re-installing to a new folder and directory and started from scratch but it just does the same thing..
