plugin suggestion or recommendation

would anyone have a recommendation on a plugin compatible with DMS that would be able to do something similiar to what is going on with the News Post Titles on this page?  where the Titles are cycling through on a loop.

or just a way to get simple lines of text (that are links to offsite pages) to blink in a similiar way.
