Pagelines file causing causing site speed issue

I have discovered the following file is taking 1891ms to reach the first byte and taking 2512ms overall to load. Is there anything that can be done to improve the load times?

If you disable all social media, plugins especially that cache plugin, does the file still take that long ?

deactivating them doesn't impact it much - but it does take slightly longer to load.
