Frameword 2.4.6 not displaying correctly

Any ideas why our site - which we are trying to migrate to a new host would display like this:

 

http://dev.colormetrix.com

 

instead of

 

(assuming the host has the sites working). http://colormetrix.com

 

Thanks for any help as we try like heck to get away from an aweful hosting company.

Hi there, because your uploads folder is a 403, thats probably some security setup serverside.
