Scroll Section above fixed area

Is there a way to add a full width section above the fixed section at the top of a page but then have the section scroll with the page?  For example, a section were social media links could be above the header/logo (fixed) when the page scrolls then the header/logo move to top but the social media are hidden?

Hi,

 

You could possibly do this with a hook, but I am not sure of the outcome. Best thing to do is just give it a bash and see how it works. However, I think all that will happen is that it will push the Fixed area down to the height of the area you add above it and will stay there.
