Is it possible to have your footer links display in a row instead of columns?

Say I have a menu with 5 links... Can I have them in the footer in one row going across the page, instead of in a column going down the page?

Yes, you will want to use the Simple Nav section.

 

Goto Wordpress Admin Dashboard > Appearance > Menus, create a menu and then on the left hand side in the area called Theme Locations > Simple Nav Section, select the menu you just created and click save.

 

Once the menu has been created and assigned to the Simple Nav Section, goto PageLines > Drag & Drop > Footer and drag and drop the Simple Nav section to the Active Sections area.

And it is possible to then have a second row below that? with Disclaimer, Privacy etc?

You can't create a second row, unless you have many menu items, which when they reach the end of your content area, will be pushed onto a new row. Therefore, to add information like that, you will probably want to use a Full Width Sidebar section, ContentBox or a hook.
