How to put custom widget box in

In http://www.echelonmedia.com/about/ in the upper right hand corner it says--welcome to eschelon media. How do you create something like this--ive searched throgh the forums and dont see anyone else with this.Thanks!

This is in the THEME OPTIONS > SIDEBAR OPTIONS area.
