Tooltip no longer works in 2.3

I had a tooltip working in previous version (2.2 I think), but after upgrading, the tooltip just shows up as a null link. Did something change with this tooltip in 2.3? Here's my code:

[pl_tooltip tip="Multiply or increase, as by natural reproduction"]<strong>Propagate</strong>[/pl_tooltip] the world’s most important old growth trees before they are gone.
