translation of the backend

I found a few posts but no actual hint about this. Maybe I didn' look good enough, then please direct me to the right thread or page: How does translation of the backend work? I could export a file from http://www.pagelines.com/translate/projects/pagelines-framework/de/default but it's not a .pot-file as it seems to be needed. Using the .po file and save it in the language folder of the parent theme worked somehow (one time only) and destroyed the layout. So how do I use translation (btw I also will need the wpml plugin because the site will be multilanguage, but this shouldn't be a roblem, right? What about the German translation of the backend? Where can I get it?

No, I don't. Because I don't want to translate something (for now) but use the existing .po and .mo files and just don't know where to put them and what name to use.
