You can try add in PageLines > Site Options > Custom Code > CSS Rules

.fixed_width #footer{ background: blue; }

If you use full size background image I believe it is:

#footer, #footer li.link-list a, #footer .latest_posts li .list-excerpt, #footer .widget-title { background: blue }
