Re-sizing the post thumbnail (featured image) site wide

First of all, thanks and congrats on developing such a great product! I'm not a programmer or developer and have been able to make great progress on a site for my mother (I did pick up some CSS while working on it of course). I'm trying to style the blog post featured image to be the same exact size on every post. The size I would like is 614px by 290px. A. I've tried in Settings/Media by setting the thumbnail size to the above and enabling the "crop" checkbox, but nothing... in the media dialog box when choosing the featured image, the "thumbnail size" still says 150x150 Then I tried removing the featured image, and uploading the image again. And then the thumbnail size of 614x290 that I specified in setting did show up, I selected it and then "Use as featured image". I thought that would work, but didn't. The image was not cropped at 290px... B. I've tried several plugins from wordpress.org that work well when the image is inserted into the post, but have no effect when choosing the featured image... C. I've also tried styling it with CSS, with the following code:

	#postloop a.post-thumb.img.fix span.c_img {
	height: 290px !important;
	overflow: hidden;
	}
	

The problem with the above is that it doesn't properly display the thumbnail border at the bottom (because the image continues beyond it but it's "hidden") I don't understand why my thumbnail size settings in "settings/media" are not working when I upload or select an image as featured image... shouldn't be as simple as that? Please advise. And thanks again!

Have you tried adding a border attribute to your CSS like this?: [code]border: 1px solid #000;[/code]

@catrina, the image already has a border which does display. But the image is within a "span" which has a background color and border, and that does not display properly. See the bottom border in the screen pic below (see how it's different than the top, right and left borders).
