Responsiveness hierarchy? Sidebar to top instead of bottom.

Is there a way that I can make it so my sidebar would be pushed to the top instead of the bottom when the page is resized? I'm currently not utilizing my header section, and just using the content and universal sidebar options.

http://dev.w3.org/csswg/css3-regions/ We can only control where it floats with CSS3 regions, which do not have full browser support yet. Sorry I don't have better news for you!
