Changing header and nav bar colors

How do I change the color of the nav bar text and background (both selected and unselected). I have searched the forum with no luck. All of the suggested code does not work for me. I thought there was a setting somewhere that dealt with these items.

Have you looked at the plugin Simple CSS Lite? http://www.pagelines.com/store/plugins/simple-css-lite/ for navigation colors for hover, background, etc?
