Comparison of Dev Version to the Framework

I am wondering if someone could post more detail on the differences between the Dev framework and the regular version. The Pricing page does not give very much information, and I see from the discussions that owners of the Dev version 1. received a free upgrade to 2. Thanks for any clarification. Punsak
