Hey folks, i want my top nav tabs to allow me to see my sub-pages but i don't need them to link to the top-level pages if there are sub-pages. Any ideas?

Yes. Visit Dashboard > Appearances > Menus. At the top, create a new menu giving it a name you prefer. I used "primary" with no quotes. Save it. Make sure the check box for adding pages automatically is UNCHECKED. You can create links to categories there or manual links to pages, categories, posts or archives as you please. You may notice that each item listed looks like a drag-n-drop item. You can create a hierarchy there, sliding the child and grandchild (but not great grandchild) items over one notch for each generation. Go to the top left of where you created the menu name and select the filename you gave the menu from the drop list to make it the default menu. Now you'll have that menu, complete with drop downs on your site. Don't want dropdown subnav? No prob. Just move the children and grandchildren to flush left with all menu items in a straight up and down line.

rangelone, thanks. i think you sent me to the right place. Here's the goal: tab = not linked to a page sub tab = links to page i had to do a little more thinking. I took the custom link section and made "null links" using the # in the URL field. that seems to work for me. does that make sense? am i creating pain for myself later?
