Typekit...why cant I see other appearance tab in the appearance menus that, everyone else can?

Hi I'm experimenting with using typekit on my page and I was following the guidleines on the blog and it talks about the "custom design" tab in appearance...I only have Themes, widget, menu and editor....others seems to have all sort including ipad see here: http://help.typekit.com/customer/portal/articles/6840-using-typekit-with-wordpress-com ...about 20 seconds in check out all the options in appearance? I'm confused...is something different in Platform?

Custom Fonts is part of a WordPress upgrade that you need to purchase (it costs $30 per year per blog) so it's not readily available on all WordPress dashboards whether the theme is from PageLines or not.
