Can't get background color to change

I think I've tried everything in the design control, and it just won't change from black to white site is: http://www.emcoutdoor.com/campaigns/ Couldn't get the footer background color to change either, and finally took it out. black strip of background color showing through at the top, and very bottom with the pagelines logo - ideas?

If you set it to fixed-width design framework (at the top of Design Control) then the Body background color will show through.
