Getting Colors selected in Photoshop to match colors selected in WP

I can't get the background of a photoshop file to match the background in the WP settings. What's the trick. I have always used white backgrounds, never having this problem. Now I have to make a photoshop created file match the background of the web page.

Christy, The color coding system should produce identical colors. For example, #FFFFFF is always white, however, different browsers or monitors may generate different levels of brightness. Make sure the hex code for the background colors match exactly.

Can you please tell me what a hex code is? Should I use web safe colors?
