Show the "Full-Width Bottom Sidebar"

In the Widgets area for the "Full-Width Bottom Sidebar" it says: "These widgets appear full-width underneath your page content and sidebar. Select the "individual page" option for them to appear." What the heck is the "individual page option"? I am trying to make a fairly simple footer (exactly the way I want it) without that 5-column default mess showing and without changing the underlying code if possible. But I can't get the Full-Width sidebar to show.

On an individual page or post, there's a grey area on the right with options for the sidebars and other things that appear on the page or may be hidden.

Thanks ... (pardon the delay) ... So really the Full Width Bottom Sidebar is only useful as a page/post specific addition, therefore not a global option. I'll finds ways to use that and have focussed on a simple hand-coded footer instead.
