need to load in a new CSS file. Where?

Hello, I have a new CSS file associated with the WPML language module that I've placed in my Platform Base theme folder. What file do I edit to make the call to this CSS file? I looked in the header.php, where I expected it, but it's not there. I've poked around in other files but to no avail. Thanks.

You can go to PlatformPro -> Custom Code -> Headerscripts to insert anything in the head area.
