"add" widget instead of dragging

Why on one install I have the ability to drag widgets to areas and another install I have to click a "add" and select from a check box..was this a update? I prefer the drag not add please consider the time for developers when making these decisions on admin of widget areas. For the instal I have to click "add" do I need to downgrade or update to get back the drag and drop to activate widget.

There was never any version where you have to click "add" rather than drag widgets. Maybe you have a plugin conflict.
