Transparent Header at top of page

Hello, I have a background I want to insert at the top of the page (No repeat). It is 1680(W) x 300(h). When I insert it it only shows the sides and not the center 960px. The Design control only allows for colors and no transparency. Does anyone have any experience with this. I would also have to shift the components down as not to interfere in the artwork.
