How do I add a line above menu?

This is a very simple thing, I'm sure. But I can't figure it out. How do I repeat that line that is default under the main navbar/menu above it? It seems like the main navbar is difficult to alter in general - maybe I'm just missing the spot in the editor where I would change things. For instance, I'd like to add more space between the pages listed as well. Thanks!

Something like this should give you a top border too:

#nav_row{border-top:1px solid #dddddd;}
