Disabled Comment Form Sitewide CSS

Be warned, I am a dummy. Months ago when I first installed Platform Pro, I found a thread on the forums on how to disable the comment form without having to do so post by post. I believe it involved editing the css. I got it to work, and now I want to enable comments once again, but I can't find the code used to disable it. This is from the comments.php section. Is it obvious to you what I must have entered? If you had used CSS it would be in your custom code option box or in the base.css of the child theme.

Adam, Thank you for your reply. It is definitely not in the custom code option box. I went to the Editor tab in the appearance and did not see anything called base.css in the right hand margin. Am I looking in the wrong place?
