Is your blog page a static page (that you've assigned to be the posts page via Settings->Reading)? If so, you can choose it to be a "Banner Page" from the template dropdown in the right column.

If you are talking about the Banner Section: Go to Template Setup -> Site Header and drag the banner section to the top of the template. In Custom Code-> Custom CSS put this: .banner_container{display:none} .home .banner_container{display:block} If your talking about a custom ad banner or something you could use a hook and a conditional tag: http://www.pagelines.com/docs/base-child-theme http://codex.wordpress.org/Conditional_Tags
