I thought that re-ordering pages would influence my nav menu but it doesn't. Only modifying the Menus Section influences the order in my nav menu as well as the dropdown menu. Am I missing something?

In fact, re-ordering pages messed up my nav menu so all child pages became parent pages! It doesn't seem to me that I need to designate the Parent or Child from the Pages>Quick Menu:

Confused.

This was needed more so before Wordpress 3 implemented the nav bar function. Before that, typically, you needed to reorder your pages to make them appear correctly in the nav b/c wordpress called the pages in order for the nav bar. I agree, it is not needed as much - unless you want to alter how the pages appear for administrative purposes

You still need the old method if you want to use a subnav menu
