Fixed Navbar in Footer

I am trying to have a frame on the top and bottom of my page that will let donors learn more about our work, donate and follow us on social media no matter what pages they are looking at.  For this, I would like to put a fixed navbar on the top and bottom as seen here.  Is there anyway to do this in Pagelines?  I have looked at Firebug, but do not see what code I could add to make this happen.

Hi,

 

Unfortunately, the Fixed Navbar is only available in at the top of your site. To achieve a fixed Footer navigation, you will most likely need to use a hook. We are unable to provide customization support of this nature, therefore, I recommend you view our hooks documentation for assistance.
