I don't think there is an actual size that works better than any other. it all depends on what you plan to do with the image as a background.
For example, a background that is tiled can be as small as 1 pixel square and as large as 1000 pixels, or more, for that matter. An image that will be supersized, should be of sufficient size that supersizing won't cause pixellation (where the pixels show up as individual boxes of color).
If a background is being set without tiling or supersizing, but not as a fixed background and the pages are long, the image must be comparably long or it will end before the bottom of the page. So, your design, and the way you apply the background is important when considering how to use the settings.
