Menu for One Page Site

It is taking me way to long to figure out how to create a menu for a one page site and I'd appreciate some help.  I guess I need to create a menu and use custom links but what do I need to put into the custom link and where on my page do I put what do the menu link goes to the part of the page I want it to?  Thank you for any help you can provide!

Okay,  Menus 101.

 

Go to Dashboard > Appearance > Menus.  Make sure you have a named, saved menu with menu items included.

 

Go to your site in Chrome.  Login as admin.

 

View the site.  You'll see the Visual Editor.

 

Click Global Options in the DMS menu bar.

 

Scroll down to NavBar (if you're using the fixed menu at top). There, you select the Primary menu (the one you have saved in Appearance > Menus).

 

If you don't want that NavBar, click on Layout & Nav and select the primary menu.  You'll need to add a menu to your header.  Try NavBar from the Add Sections area.

Scrollspy is terrible. I don't understand because they have not improved this essential plugin.
 
Scrollspy is slow to load even with high server performance, and then you can not connect the sections/modules, whereby It's really a useless tool.
