Where is edit_themes?

I'm configuring a multisite install and run into a problem where the child site admin can't change themes or widgets. No restrictions are on that user and all plugins are disabled.
The solution, or so I've read is to change the edit_themes to edit_themes_options in the theme's functions.php file.
Neither the base theme nor main framework has the edit_themes line of code.

A child admin does not have file permissions in wordpress, only the network admin does.
Do you really want a sub admin editing theme/plugin files and taking your entire network offline with a syntax error?

No, and good point.
I'm trying to give them access to a widget. As far as I can tell, they need Appearance > Widget access but don't have it.

I thought so too, but they aren't.
The Appearance menu has no flyout and goes right to the Base theme manage themes page.
I now see that it happens when using 2012 as well so it's clearly outside of PL. Should have checked that first.
