How to add a link BELOW the footer?

You can activate the Full Width Sidebar section in PageLines > Drag & Drop > Footer template and then in Appearance > Widgets add Text widget to Full Width Sidebar and add your text inside

tags then “Update” to save that widget.

I would recommend using the "FootCols Section - Site Terms Statement" or "FootCols Section - More Statement" under your Site Options (Dashboard > Pagelines > Site Options > Header/Footer)
