Change Default for Page Meta Settings?

Whenever I add a blog post or page, I have to go to the meta settings and change the page heading and tagline (otherwise it just defaults to saying CITI at the top) - is there a way to change the default so i dont have to do it on each page/post? I'm talking specifically about the "masthead" settings

I'm bit confused on what you mean by 'page heading and tagline'?

 

You can change the site name and description under Settings--->General in Wordpress.

i have the correct site title/tagline in settings->general

Ahh right. Yeah you can set the globals for that under Page Options. This is how PageLines works with all sections.
