navigation bar issues

I suggesting looking at both of these in FireFox with FireBug as when I adjusted them the nav bar was fixed:

 

.content .content-pad {
    padding: 
}
.content-pad {
    margin-bottom:
}

I am using the default black transparent navigation bar. Ive uploaded a wallpaper for the background image and did #FFFFFF for the content background part. Whats happening is half the navigation bar is being erased by the #FFFFFF. How can I resolve this?

One thing I forgot to mention is the white margin space above the header too. I tried using .content-pad {margin-top -10px;}  ibut nothing happens.
