For anyone picking up on this issue, here's a few steps to check your server config.
The compiled CSS should be written out to wp-content/blogs.dir/X/files/pagelines/compiled-css-XXX.css for multisite or uploads/pagelines/compiled-css-XXX.css for standard instal.
If it isn't and you're seeing the source of your compiled css as /wp-content/themes/pagelines/pagelines-compiled-css-XXX/ your server cant write css file, probably because Posix module isn't enabled on your server.
Check using Pagelines debug on and url yourdomain.com/?pldebug=1
If you see PHP User : Posix functions are disabled on this host! you need to install php-process via terminal ( yum install php-process
Afterwards you should see: PHP User : yourusername and static css should be written to your uploads dir.
