IE7 stylesheet

I've added an ie7 stylesheet to my wp instance, using the CSS Rules section in the Settings. I can see the ie7.css href showing up in the head, in the source, but the styles are not affecting the site viewed with IE7. Can anybody give a suggestion or give it a look, please? THanks!

IE7 is deprecated and unsupported in PageLines Framework. Please see

for additional information. IE7 CSS won't work because the rest of the Framework uses CSS3 which is newer than IE7, along with HTML5, which is also much newer.
