First, let me point you to the PageLines Docs, which will help you learn how to use PageLines Framework:

Next, in Dashboard > PageLines > Settings > Color Control. There, you'll see two graphic images under the heading "Site Design Mode". Select the one on the left. That's Full Width Design Framework, which lets you have a full-width background for the header and footer.
Since your header image is in the branding area of the header, it will fit within the page width you set up in Dashboard > PageLines > Settings > Layout Editor. So there should be nothing extra to change. You can see this setup at
