I have some custom menu links that link to outside sites which open in the same tab as my site which causes users to navigate away. How do I make it so that it sends them to a new tab as though it had the target="_blank" code attached to it.

Go to Dashboard > Appearance > Menus. At the top of the screen, on the right, you will see 'Screen Options'. Click that and a drop down pane will open. You'll see Show advanced menu properties and the first option is "Link Target". Check that box, then click Screen Options again to close the pane. Now all links in your menu will show an option for you to designate where the link opens. You simply go to a link you've already created and click on the down arrow on the right side. You'll see the option to "Open link in a new window/tab". Just check the box and your link will open in a new tab after you save the menu.
