How to add text under the "Leave Comments"?

I want to add a comment rule just below the Leave a Comment.
At first, I want to use a hook. but it seems no hook there .
Here is a samle page

It has comment rules at the place where I want.
So , how can I achieve that?

Hi Kakadong, You could simply add the Content Box Section above the comments section on Blog Post template and add whatever text/information you like.

@Danny: Would he then have to rewrite the rules for each Blog post? Or would this solution carry through for all blog posts?

It depends, if he wants to have different rules, he can do so by simply entering different rules on the post editor in PageLines Meta Settings. However, if he wants to only enter it once, he can use the Site Defaults in PageLines > Meta. However, doing option 2 (Meta - Site Defaults) would mean that he/she can not use the Site Defaults for anything else.
