Stylesheets should have version numbers for expiration control

common.css and style.css don't have expiration dates, so they don't get cached on the client end, at least not for long. If version numbers were added, say, common-153.cas and style-153.css, then they could have very long expiration dates added, which would speed up performance. This can work only if the file names change on updates, however, since otherwise the old files will continue to be used.
