I'm kind of a neat freak on some things, and my source code is one of them - can someone tell me why this is in my source?

Its only there in the Pro and Free versions. Its not an 'ad' as such as it isnt public facing. Nearly every plugin in wordpress repo that ads css/js will ad html comments. The not logged in was added to help us help people that have trouble with store issues, tells us straight away they are not logged in.

source is public facing imo if the public has access to it. if it isn't an ad, can you direct me on how to remove or edit it? I'd appreciate it :)

You will have to edit the core files to remove it.
